There are two distinct classes of users in the CADIS system, the administrators, and everyone else. In order to accommodate these two user classes it was decided to only add the users that have write permissions to a CADIS dataset to the CADIS group. Everyone else will not be added to the CADIS group. The user migration tools add everyone to the CADIS group so these must be refactored to only add users with exiting write permissions to the CADIS group.
