The Add/Edit Cadis Metadata Page Loads too Slowly

      After doing work to fix: GTWY-998

      The Metadata Editor Page loads really slow. The issue comes from having to touch all the datasets for the Topics that are loaded into the CadisCommand in the PublishingServiceImpl.
