Javascript and Cookie Error Messages Unreadable

      If Javascript is not enabled then the 'Javascript must be enabled' and 'Cookies must be enabled' messages are unreadable due to issues with the tabbed notebook.

      The tabbed notebook is created with 'sub-tabs' and controlled via javascript, but if javascript is turned off then they will appear in stacked order down the page, covering the above messages.
