Add Re-Submitt Behavior for a Previous Data Transfer Request

      Provide a way to re-submit an old or previously failed data transfer request. This feature has been requested by several end users and ultimately may be a feature of the workspace or "data of interest". This feature would short cut users needing to reselect their data files again.

      From recent ESG support email:

        My requests were fairly small, only about ~15 GB total. Is there any way to resubmit a request or do I have to go through and manually re-select the data again?
