License that are created are not associated to a Gateway.

When we go to assign a license to a dataset ALL Licenses across all Gateways will be displayed.

Also, when we add the ability to edit Licenses then we will run into the same problem, all Licenses in a database will be available to Editors to edit.

I can see how this would cause confusion across Gateways that are hosted on the same database.
