Update ESG home page based on what is being shown on the current esg.prototype.
Acceptance Criteria:
1) Change upper left banner test to show: "Earth System Grid at NCAR"
2) Remove the "ESG" first line of text from the upper left banner area.
3) Change page heading (the text below the nav menu bar) to "Climate Data at the National Center for Atmospheric Research".
4) Change "tagline" to: "Find and download climate data and analysis tools".
5) Change background behind login links (2 fields in upper right of header) to make them more prominent. Use a background similar to the search box, white, slight round rect.
6) Document license for background in ticket.
