Problem:

When glade is down, our users are unable to download files. There is no real indication except that there is a banner, if we get one up.

Acceptance Criteria:

Add either a toggle or a property based state/flag that disables file downloads on the gateway.

Consider disabling the links on the file download page.
Consider an automatic banner message.
Consider returning a 503 Service Unavailable message when someone tries to download a file from a gateway served file.

Consider adding the same ability to the tds.
