Remove the login/logout action links and the text search fields to the upper right corner of the header. This fits a standard approach of many sites users will be familiar with. It also allows for these functions to be available everywhere.

Note: Many sites also group the logout button with who you are currently logging in as. We currently split this between the header and footer so the items are not connected. Keeping these together would be a more standard approach and keep the information / closely related action items grouped together.
